It is critical that these integrate well and it is difficult to find a mature solution. The onus is on the vendor selection process to not only look at Jira but a vast set of integration options. Very time consuming and high risk. One mature solution for all phases is best, and Jira is not it.

Don't be fooled about the Jira depth of functionality. The vendor selection work only starts if you pick Jira,, ie you have to pick many other tools to meet the typical needs for the development of a product. Remember, development starts with requirements and ends with test. Issue management is only the middle piece.
